Make sure to select a type of collar that will keep the dog safe but prevent damage to its throat. Also keeping tags on a dog's collar, while some feel it will help to get the dog returned if lost, can cause hanging/catching problems. For tags I always use a 'break away' collar (cat collar) but for a house collar I use a martingale collar as they are safer and won't tighten down and choke the dog.

Use masking tape to secure the collars around their necks.
As an alternative to paper or felt, the children can use licorice strings and round cereal to make their dog collars.
